Joshua is an experienced executive with over 20 years experience in both the private and public sectors and extensive international experience. Over the years he has developed a comprehensive understanding of and a proven track record in business and organisational matters, strategy, performance enhancement & performance management techniques at both individual and organisational levels, organisational development, HRM, post Merger & Acquisition integration, restructuring and change management. He has worked with all levels within an organisation and is a proven communicator with solid interpersonal skills, work experience at Board Level and leadership capabilities combined with a strong ability to setup and develop high performing teams.
Professional background
In 2019 Joshua joined Novargo, the Company he founded back in 2011. Prior to this he was Group Chief Executive Officer of JCL Holdings, a local company with interests in food manufacturing, catering, healthcare services and retail. Before joining JCL Holdings he was Deputy Chairman and Chief Executive Officer of Malta Industrial Parks, a public agency responsible for all Government owned industrial parks in Malta with an asset portfolio of hundreds of millions of euro. At MIP Joshua carried out the restructuring of the Company and improved the long-term financial stability.
Prior to these roles Joshua was Chief Officer for Organisational Development with AirMalta plc where he had been headhunted by the Company to be part of the senior management team implementing the restructuring agreement the Company had reached with the European Commission.
For the preceeding six years he was Deputy Vice President for HR and OD with Actavis Group, which is today part of TEVA Pharmaceuticals, and during this time he worked on multiple international projects ranging from post-M&A integration to change management, restructuring and global HRM. During this time he also designed and implemented a group wide performance management system, designed and implemented a global leadership programme as well as a senior management development programme.
Prior to this he held positions in HR and Consultancy in a number of organisations in Malta.
Education and qualifications
Joshua holds an MSc Industrial Psychology from the University of Hull in the UK, a Bachelor of psychology (Hons) from the University of Malta.
Joshua has a Level A & Level B certification in occupational testing, he is a certified MBTI, OPQ, 360-degree development & assessment and Thomas Kilmann practitioner.

Joshua is based in Malta and speaks English, Maltese and Italian fluently. He is passionate about all things tech and has varied interests.
